This item is a Jain Groom’s wedding cockade. It would be tied to the front of the turban of the bridegroom.
Made by women in a domestic situation for their family’s use.
A small padded rectangular beadwork panel stiffened with cloth-covered rods. The rods extend beyond the panel in a flat, dome-shaped design and are decorated with colored silk tassels.*

Items may be visibly faded, distressed, typical of age, and consistent with most of the Indian textiles in stock, which distinguishes them from the newer, mass-produced textiles made for the tourism and import markets. Most items show some discoloration, wear, missing patches of embroidery or mirrors, and faint stains in some cases.
